Information and Science Technology in Asia Pacific (APIC-IST 2009) has been dramatically developed and applied significantly to the areas of CT, BT, ET, ST, and NT with well defined industrialization policy. In this time, the conference will be held in particular to celebrate inclusion of our society's journal, TIIS, in SCIE index. Standardized technologies will unify social behaviors based on their own culture and share resources and technologies with other nations. Internet has played a key role in the information world so far. Power-aware (green) computing has been emerging in Internet as mobile communications have become widespread and thus we include green computing to the areas of interest.
